Request for Expression of Interest for

Project Manager for the Design & Construction of Chancery Annex and Renovation/Refurbishing of Consulate Building

1.      The Philippine Consulate General in Honolulu (PCGH), through the SARO-BMB-D-17-0006966 dated 17 May 2017 and ORS No. 06-17-06-4427 dated 19 June 2017 NCA-BMB-D-17-0000338 intends to apply the sum of $250,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for PM-01-2017: Project Manager for the Design & Construction of Chancery Annex and

Renovation/Refurbishing of Consulate Building.  Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2.      The Philippine Consulate General in Honolulu (PCGH) now calls for the submission of eligibility documents to solicit bids for a Project Manager to oversee and manage the design, construction and renovation activities at the Philippine Consulate General in Honolulu (PCGH).  The proposed two-story chancery building will be built on the site now occupied by a custodian’s cottage.  The existing three-story main building and the attached covered lanai on its property located along the Pali Highway in Honolulu will also be renovated and refurbished.  The PCGH intends to maintain its office functions within the property during construction and renovation.  Accordingly, a two-phase project is expected:  the first phase is the construction of the 2-story chancery; and the 2nd phase is the renovation of the 3-story main building and covered lanai at the rear.  A Design-Build solicitation process is now underway to select the Design-Builder team for the project.

3.      A complete set of Bidding Documents may be acquired by interested Bidders on 31 July 2017 from the address below. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the PCGH at

5.      Bidders need to submit eligibility requirements as contained in the Bidding Documents on or before 10:00 AM on 11 August 2017.

The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR).  The short list shall consist of five (5) prospective bidders who will be entitled to submit bids.  Points will be awarded on the basis of the factors listed above. Up to the maximum number of points listed above will be awarded based on the bidders response to the mandatory requirements.

6.      The PCGH-BAC will hold a Pre-Bid Conference on 23 August 2017 at 3:00 PM at the PCGH Conference Room to discuss further the terms and conditions and contents of the bidding documents as well as answer questions and clarifications from qualified bidders. The meeting shall be open to all qualified bidders and observers.

7.      Final Bids must be delivered to, and received by, the BAC Secretariat on or before 10:00 AM on 6 September 2017 at the PCGH Office located at 2433 Pali Hwy, Honolulu, HI 96817. All bids must be accompanied by a bid security in any of the acceptable forms in the amount stated in Section 27.2 of the IRR of RA No. 9184.

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.

The PCGH shall evaluate bids using the Quality Based Evaluation/Selection (QBE/QBS) procedure. The PCGH shall indicate the weights to be allocated for the Technical Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8.      The Bid Opening shall be on 6 September 2017 at 2:00 PM at the PCGH Conference Room. Bids will be opened in the presence of the Bidders’ representatives who choose to attend. Late bids will not be accepted.

9.      Interested bidders may obtain further information from The Philippine Consulate General in Honolulu (PCGH) during its office hours. (9:00 a.m. to 5 p.m. Monday to Friday).

10.  The contract shall be in tandem with the contract schedule of the Design-Builder selected for the project and is expected to last for 24 months and may be extended for another 6 months.

11.  The PCGH reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
